You are always welcome to contact the venue directly to ask about the possibility of one person using the voucher. This often isn't a problem, but some hotels may request that a single occupancy supplement is paid.

Have you actually done your due diligence when you’ve offered this to customers. The hotel was so old fashioned, the rooms were so dated and ugly with a bed as hard as a rock and the dining experience was awful, bad food, service and hygiene. We weren’t even in the main building but in an annex down the street which was apparently the upgrade we paid extra for. I’ll never book with itison again after a complete miss sell of a hotel.
